Understanding vehicle certification responsibilities

One of our customers is a fleet that operates and maintains work trucks. This fleet is buying new, incomplete chassis cabs from a local dealer and mounts their used truck bodies and/or equipment onto them. They also have new bodies they are mounting and are asking us to certify these vehicles. We are not sure if we should do this for them, but what are the responsibilities in these situations?
