NHTSA manufacturer identification registration requirements

From an NTEA member A customer said we need to be registered with National Highway Traffic Safety Administration (NHTSA) under Manufacturer Identification requirements in 49 Code of Federal Regulations (CFR) Part 566. We are a truck equipment distributor/upfitter, not a chassis manufacturer, so do we have to register with NHTSA? Also, how can we find out if our company is already registered Yes, you need to register with NHTSA as an upfitter/truck equipment distributor. NHTSA considers you a manufacturer if you take part in any stage(s) of manufacturing new vehicles, including final-stage manufacturing or vehicle altering. Although many final-stage vehicle manufacturers and alterers are aware of the certification requirements under 49 CFR Part 567 (Certification) and Part 568 (Vehicles Produced in Two or More Stages), some may not know they are required to identify their operations with NHTSA. Not only is manufacturer identification required by federal regulation, purchasers such as state or municipal governments, leasing companies and private fleets occasionally require proof the manufacturers of their vehicles submitted the information in accordance with Part 566. Registration requirements under 49 CFR Part 566 (Manufacturer Identification) state all incomplete-, intermediate-, final- and altered-stage manufacturers of motor vehicles and equipment (other than tires) to which a motor vehicle safety standard applies must submit identifying information and a description of the vehicles they produce. This is a one-time registration unless a company moves or makes relevant changes or additions to its product offerings. Companies can determine NHTSA registration status at vpic.nhtsa.dot.gov/mid. To submit new or updated information for your business, provide the following information no later than 30 days after a product introduction or change occurs. To register or update your registration, visit vpic.nhtsa.dot.gov/mfrportal; select Domestic Manufacturer Reporting Requirement (49 CFR Part 566 – Manufacturer Identification) under the manufacturer portal document type; and fill in the remaining information about your company. Full individual, partnership or corporate name of the manufacturer Manufacturer country Manufacturer state/province Manufacturer city Submitter’s business email Verify submitter’s business email Manufacturer phone number Cover letter/submission description The description should state if the company is an intermediate or final-stage manufacturer and include a brief description of the work performed. For example: “Final-stage manufacturer — add body and related equipment to chassis cabs to trucks with GVWR from 8,000 to over 33,000 pounds.” If the manufacturer is an alterer only, the description would briefly describe the work involved. Sample statement_ “An alterer who installs van interior bins and shelving, ladder racks, 12-volt electronics, inverters, lifts, ramps, plows, spreaders, etc., to vehicles with a GVWR 4,000 to 16,000 pounds.” At end of the page, complete the security box and submit to NHTSA. Save copies of the information in a file for your records If you mail or fax the originals to NHTSA, save any proof of the transmission or receipt of materials, such as a fax or mail delivery confirmation If submitting information online, keep a copy of your confirmation email There is no specific timeframe between submitting manufacturer information and having it appear publicly on the website, so any records you can retain demonstrating delivery/receipt by NHTSA can help serve as interim documentation for customers requesting proof of meeting Part 566. Also, periodically check NHTSA’s website to see if your records were added (note this site serves as a public display of registrants). Creation and periodic review of this information should be assigned to an employee responsible for quality control or regulatory compliance. An easy box to check for achieving or renewing MVP status Registration with NHTSA is one of the criteria outlined in NTEA’s Member Verification Program (MVP), which recognizes distributors, manufacturers and upfitters for successfully implementing specified business standards as well as taking steps to comply with applicable government regulations.
