Intermediate-stage vehicle certification

We are a work truck upfitter and have been asked to complete a vehicle on a chassis with a modified wheelbase. The new incomplete chassis will first go to another company, contracted by the selling dealer, before coming to our facility for installation of customer-specified body and equipment. Does the dealer’s subcontractor have any certification obligations?
