Implications of reducing gross vehicle weight rating

We are a truck equipment distributor and have been receiving requests with new vehicle upfit orders from dealers to reduce the GVWR to 10,000 pounds for some light Class 3 chassis. The dealers are making these requests in order to get their customers under the threshold for Federal Motor Carrier Safety Regulations. Can we do what the dealers are asking?
