Identifying differences between statements/certificates of origin and certification labels

We are a truck equipment distributor receiving customer requests for copies of certification labels for vehicle titling in respective states, but we thought the second-stage manufacturers statement of origin (SSMSO) served this purpose. Can you help clarify the difference between certification labels and SSMSOs?
