Glider kit certification

We are an upfitter and have recently been receiving glider kits completed by other companies. Our customers want us to add truck bodies and various equipment, after which they ask us to certify the vehicle and place a final-stage certification label on the truck. We are unsure what to do because we thought glider kits were used vehicles and, therefore, did not need a certification label. Are we correct?
