Overweight, over-width vehicles could be subject to FET

We manufacture and sell water tank trucks with chassis that are rated above 33,000 pounds GVW. These vehicles are overweight and over-width for state highway use. The water tanks are welded to standard truck chassis that we buy from a dealer. Are these vehicles nontaxable because they are not highway vehicles?
