FET exemption certificate for resale

We are a new truck equipment distributorship that purchases bodies from manufacturers and sells them to end-users. Since we are making the retail sale, we assumed that we would be paying the FET, but manufacturers are telling us that they will have to pay the FET unless we provide them with a certificate. Please explain how this certificate works.
