Tax reform still on agenda

Both Congress and the White House continue to cite tax reform as a top priority, but a full agenda may make progress difficult. The health-care bill, a federal budget that expires at the end of September, and a debt ceiling that will need to be addressed before the fall, all stand in the way of meaningful tax reform discussions.
