Congressional fall agenda

As has been the case for several years, September has Congress scrambling to finalize various spending bills to meet the Oct. 1 start of the new fiscal year. It appears they may be able to complete nine of 12 annual spending bills signed into law before the deadline. It is likely they will need to pass a short-term continuing resolution to cover whatever appropriations bills that have not been completed.
