Congress returned to Washington after the traditional summer recess with significant budget issues in need of prompt resolution.
The federal fiscal year ends September 30 and funding for the next year has not yet been approved. Theoretically, that could force a government shutdown at the end of the month but likely a stopgap funding measure will be approved before that time.
